No rule guarantees a GSTIN in 24 hours. What the law provides is a set of time limits for the officer to decide:

The Registration itself still happens on the portal, and the officer may still visit your premises. If you are comfortable scanning documents on a phone, you do not need anyone to visit.

A Chartered Accountant (CA), a GST practitioner or a consultant can prepare and file your application. "CA assisted GST Registration" simply means a CA does this for you. None of them grants the Registration — only the GST officer does, through the portal.
